Gaining Turkish Citizenship Through the Purchase of Real Estate

Article 20 of the Turkish Citizenship Law and its implementing regulations have made it possible for foreigners to acquire Turkish citizenship by purchasing real estate in Turkey. According to this, the foreign individual must first purchase immovable property with a minimum value of at least 400,000 US Dollars or its equivalent in foreign currency, with the condition that the property should not be sold within three years as indicated in the title deed records.


Subsequently, it is necessary to obtain confirmation from the Ministry of Environment, Urbanization, and Climate Change that the property meets the requirements stipulated in the legislation for acquiring citizenship, such as having a minimum value of 400,000 USD. In the second stage, a short-term residence permit must be obtained in accordance with Article 31, paragraph (j) of Law No. 6458. Finally, an application for citizenship must be submitted.

An eligible property is purchased, and the eligibility certificate is obtained from the Ministry.
A residence permit is obtained in accordance with Article 31 (j) of the Law on Foreigners.
The process is completed by submitting an application for naturalization.

Are properties in the pre-construction phase suitable for this?

Another important aspect regarding the acquisition of Turkish citizenship through real estate purchase is related to the amendments made by Presidential Decree No. 418 in 2018. Previously, only completed constructions and properties with condominium ownership were eligible for citizenship acquisition, while properties in the project phase were not eligible. However, with the aforementioned amendment, it has become possible to acquire citizenship through the purchase of properties with preliminary real estate ownership, even if the construction is still ongoing. To put it more clearly, as a result of this amendment, foreigners now have the opportunity to obtain Turkish citizenship by purchasing properties from unfinished projects.
